    3. Important: You really need the WebSocket protocol in Internet Information Services/World Wide Web Services/Application Development Features 
    4. Important: You must disable WebDAV publishing in Internet Information Services/World Wide Web Services/Common HTTP Features

  4. Verify it works by opening a browser to localhost
